The project “Local Mechanisms for Inclusion and Protection of Migrants and Refugees in Cahul” responds to a real and urgent need within the local community: reducing the social isolation of migrants and refugees and facilitating their equitable access to public services, protection, and community participation.

In the context of the increasing number of migrants and refugees in the municipality of Cahul, the project aims to strengthen local cooperation mechanisms among public authorities, public institutions, civil society organizations, and the refugee community. Through structured dialogue, participatory advocacy, and social cohesion activities, the initiative contributes to building a more inclusive, safe, and supportive community.

The project is not limited to supporting direct beneficiaries; it also seeks to transform the relationship between the local community and its new members by promoting respect, active participation, and shared responsibility.

Objectives
Strengthening cooperation and dialogue between CRDC, the General Inspectorate for Migration, local public authorities, and the refugee community.
Improving local protection and referral mechanisms for migrants and refugees.
Increasing the active participation of migrants and refugees in local decision-making processes.
Promoting social cohesion and intercultural relations within the Cahul community.
Methodology
The project methodology is based on an integrated approach that combines protection, access to services, and community engagement. Activities are implemented in close cooperation with public institutions and the refugee community, ensuring meaningful participation, transparency, and sustainable results. The intervention is structured into clear phases, each contributing to the consolidation of a functional local model of inclusion and protection.

Strengthening local protection and referral mechanisms
Establishment and operation of a coordination Desk involving CRDC–IGM–LPA–Cahul Community Centre–Refugee Council, with monthly meetings, shared referral channels, and participatory monitoring.

Updating the “Referral Pathways”
Development and distribution of bilingual (RO/RU) information sheets describing steps to access essential services, addressed to both beneficiaries and local professionals.

Community consultations and focus groups
Organization of focus groups with refugees, migrants, and specialists to identify barriers to accessing services and formulate practical solutions.

Development of policy briefs
Preparation and presentation of two annual policy briefs containing practical recommendations for local and district authorities.

Participatory advocacy
Regular meetings with the Refugee Council to prioritize issues and formulate advocacy actions.

Community cohesion activities
Participatory budgeting hackathon, community days, communication campaigns, educational activities in schools, and cohesion camps for refugee and local children.

Organization of the Inclusion and Cohesion Forum to present project results and secure public commitment to the proposed recommendations.

The project contributes to strengthening local protection and referral mechanisms, facilitating migrants’ and refugees’ access to essential public services such as healthcare, education, social assistance, and protection against discrimination and violence.

We support the direct involvement of migrants and refugees in local decision-making processes by promoting structured dialogue with public authorities and formulating concrete recommendations for more inclusive and community-sensitive public policies.

Community Cohesion and Intercultural Dialogue
Through community-based activities and intercultural events, the project aims to strengthen relationships between migrants, refugees, and the local community, reduce stereotypes, and foster an environment of mutual respect, solidarity, and trust.

Education for Non-Discrimination and Inclusion
The project promotes education on human rights and non-discrimination, particularly among children, youth, and educational staff, contributing to the prevention of stigmatization and the creation of a safe and inclusive educational environment.

We support the development of leadership skills among migrants and refugees, encouraging them to become active agents of change and equal partners in the development of the local community.
Beneficiaries
