Open Call for Catering Services in Cahul Municipality

A.O. Regional Center for Community Development (CRDC) is launching a procurement procedure to select a provider of food/catering services with delivery, required for activities implemented within the project “Local Citizens’ Juries for Community Mobilization and Public Participation of Women and Youth”.

The services will be provided for participants in activities organized within the project and will include the preparation, packaging, transportation and delivery of food to locations indicated by CRDC in Cahul Municipality.

The procurement concerns exclusively food/catering services with delivery and does not include venue rental or the organization of activities at the service provider’s premises.

Depending on the type of activity, the services will include:

• coffee breaks;

• lunch;

• food preparation and packaging;

• transportation and delivery to the location indicated by CRDC in Cahul Municipality;

• provision of the consumables required for serving.

Each activity is expected to involve approximately 15–20 people, with the final number of portions to be confirmed in advance by CRDC.

Upon request, the service provider must be able to provide vegetarian options or adapt the menu to specific dietary restrictions communicated in advance.

The services will be requested during the period October 2026 – August 2027, depending on the project activity calendar.

Deliveries will take place in Cahul Municipality, at locations communicated by CRDC.

The financial offer must be submitted excluding VAT (0% VAT), as the procurement is eligible for the tax exemption applicable to the project.

The offer must indicate separately:

• the price of one coffee break per person, excluding VAT;

• the price of one lunch per person, excluding VAT;

• the total catering cost per person, excluding VAT.

The proposed prices must include all costs necessary for the proper provision of the services, including preparation, packaging, transportation and the required consumables.

A.O. Regional Center for Community Development will provide the selected service provider with the supporting documents required for the application of the tax exemption.

The offer package must include the documents and information specified in the full terms and conditions of the procurement procedure.
