CRDC Contributed to UNHCR Moldova’s Strategic Planning Dialogue for 2027–2029

A.O. Centrul Regional de Dezvoltare Comunitară participated in the Strategic Planning Dialogue organized by UNHCR Moldova in Chișinău, in the context of developing the Multi-Year Strategy for 2027–2029.

The organization was represented by its administrator, Irina Bejan, alongside representatives of local public authorities, co-chairs of Local Refugee Coordination Forums, representatives of Refugee Councils and other relevant local partners.

The meeting provided a consultation framework on the priorities, challenges and directions that will guide UNHCR’s interventions in the Republic of Moldova over the coming years, with a focus on the needs of refugees, the capacity of host communities and the role of local actors in developing sustainable and inclusive responses.

Bringing community experience into the planning process

During the discussions, CRDC formulated recommendations based on the experience accumulated through direct work with refugees, migrants, public institutions and local organizations in southern Moldova.

We emphasized the need to strengthen partnerships with local actors and to make better use of the capacities of organizations working directly in communities. For interventions to remain relevant in the long term, we believe that planning should be based not only on general priorities, but also on the experiences, resources and challenges identified at local level.

Another topic addressed was the role of participatory mechanisms. Involving refugees and host communities in identifying problems and formulating solutions contributes to the development of better-adapted interventions and to strengthening trust between communities, organizations and institutions.

The perspective of southern Moldova

Participation in the dialogue gave CRDC the opportunity to bring the perspective of communities from the south of the country into the consultation process.

Our experience shows that local responses can vary considerably depending on the size of the community, access to services, institutional capacity and available resources. For this reason, it is important that future strategic directions allow sufficient flexibility to adapt interventions to local realities.

We also highlighted the need to ensure continuity of coordination mechanisms between public authorities, civil society organizations and representatives of refugee communities, so that solutions developed in recent years can be strengthened and further developed in the coming period.

For CRDC, participation in such processes is important because it allows us to connect the experience accumulated in communities with strategic discussions at national level and to contribute to the development of interventions that respond more effectively to realities on the ground.

We thank UNHCR Moldova for the invitation and for creating a consultation space in which the experience of local actors can directly contribute to shaping priorities for the 2027–2029 period.
