Presentation of the Local Referral and Case Management Mechanism in Cahu
The Regional Center for Community Development recently organized the presentation of the Local Referral and Case Management Mechanism (MLRMC) – General Protection, Gender-Based Violence and Child Protection – Cahul, 2026–2028, developed within the project “Local mechanisms for inclusion and protection of migrants and refugees in Cahul.”
The event took place on 21 May 2026 at the Community Center Cahul and brought together professionals and representatives of institutions and organizations involved in protection at the local level. The activity provided a space for dialogue and reflection on how interinstitutional cooperation works in practice, especially when it comes to supporting people in vulnerable situations.
During the meeting, CRDC presented the structure and purpose of the mechanism, its guiding principles, areas of application, the case pathway, the interinstitutional referral procedure and the tools proposed for a clearer and more coordinated intervention. The discussions addressed general protection, gender-based violence cases, child protection, complex cases and situations involving refugees, migrants or members of the host community.
The proposed mechanism aims to support local actors in applying common working steps, without changing the legal mandates of institutions. The document clarifies how safe referral can be carried out, how the pathway of a case can be documented, what responsibilities belong to the actors involved and how data protection and the confidentiality of sensitive information can be ensured.
Particular emphasis was placed on the need for stronger cooperation between public institutions, social, medical, educational and legal services, civil society organizations and humanitarian actors. Participants discussed existing achievements, practices that work, as well as challenges encountered in the process of referral and case coordination.
